I think I would prefer to change the material to partially webbing and part elastic so it does not stretch out so much so fast.

This Flashling Reflective Dog Collar makes it easy to locate your dog at night or in dark places. When inactive the reflective collar shines bright when illuminated by another light source. When active, two red LEDs light up making it easy to locate your dog even when there are no other light sources. This collar operates in two modes. Press the On Button once and the LED light flashes red. Press the On Button again, and the LEDs remain lit without flashing.
This collar has a D ring that makes it easy to attach IDs and leashes. In times of emergency this collar can also be used by children and adults as a reflective arm band.
Battery Replacement: Locate the Battery Pouch on the inside of the Collar. Gently pull out the battery holder and slide the battery out. Replace the battery with the positive (+) side facing up. Requires 1 CR2032 Battery (included).
